I have a 1959 IH 460 utility and I am having trouble with one of the spool vavles that run my loader.It will slowly tilt the bucket back.Iknow the cylinders are good. I read inside the spool vavle there is a orfice with a screen that can be replaced or drilled out, but I dont know if this is my problem? The spool vavle next to it works fine and I have had both of them apart to compare. No real problem is standing out. If anybody has any info on this problem I could sure use the feedback.THANKS
 
Swap the bucket tilt to the other spool and see if the problem moves with it.

It wouldn't be the first time a hose has collapsed/doubled up inside or a fitting has debris in it or the hose end has been crimped wrong and squashed inward.
 
I would look into the valve, chances are it is not fully returning back to center when you let go of the lever.
 
Check your selector for single to double action had a similar problem with my 560 I moved it back and fourth a few times think it may not have been completely in double mode good luck
