international 484 diesel, fuel control problem

This is most probably a simple fix. I thought I would ask before tearing in to it. the hand throttle control will not stay where you put it (it slows down) i suspect there is some sort of friction device. I thought someone might have a scan of the fuel control linkage.

I travel a lot (currently 800 miles from home) and this is my neighbors tractor

any help, insights would be greatly appreciated

Tighten the nut on the bottom. IIRC a bit of a PITA to get at. Disconnect battery, remove right side panel. Great place to skin your knucles.

Exactly, put throttle lever in low idle position, put open ended wrench on large nut on end of shaft through removed right hand side cowl panel. Pull throttle lever to high idle position, should tight nut enough, repeat if necessary.
