706 Glow Plug Question

I just installed 6 new glow plugs on my 706 in hopes of it starting better. Before it would start but sort of pop on one cylinder like it wasn't warmed up enough to fire. So reading in the owners manual it says you can test the glow plugs by pulling all the wires off except 1 and pushing the button and read the gauge. If it doesn't go all the way over the glow plug isn't 100%. Is this true?? On the new ones I put in the gauge doesn't even go over half way with one hooked up. Any ideas?

About half way on the gauge is normal for one glow plug.

They should all read about the same to be good.
