966 power steering

My 966 will not steer when it is cold. Worked fine all summer, but fired it up the other day, let it run for 15 minutes, and still no steering. Cant turn the steering wheel. It was right at zero degrees. Other than thick fluidin the cold what else could be doing this.
 
After changing the hydraulic filter and making sure the system is full, if it still doesn't work then over fill it by 5 gallons. If it works then there is a seal out on the MVC pump not allowing it to prime. Just run it 5 gallons over unless you want to replace the pump. If that still doesn't work I would completely drain the whole system and fill with new HY-TRAN. HY-TRAN is designed to absorb moisture. After so many years it is "full" and the pump freezes up when below 32*. Fresh fluid will cure that. If you need to get it somewhere warmer to work on it put a knipco heater aimed right below the drivers side battery. That will thaw out the pump to get you moving.

Passenger side, right in front of the axle housing. 2 wing nuts, loosen and twist the cover and pop it off. Filter pulls out.

On the bottom of the mcv near the center you will find an o-ring style plug that screws in from the bottom up. Put a bucket under the mcv and take the plug out. Under the plug is the steering relief valve, reach up in the hole with a needle nose or I use a flat jawed snap ring pliers and pull the valve out. Start the tractor and run it until oil is running out, this primes the mcv pump. put the valve and plug back in and you should have steering and brakes. If oil doesn't come out like water out of a garden hose you may have a week mcv pump, dirty filter, or something.
 
If he has the old style cover he will have to remove the half dozen bolts and the filter is right there. We have went back to the old style cover on our 1466 as we could not keep it from leaking even after changing the o-ring.
