W9 govenor?? carb??

Okay I'm a Case and Oliver guy. I bought a W9 for my brother to get him into tractor pulling so need some education. What is in the timing cover with lever going back to a lever beside gear shift????

The governor is inside the cover. Rod is the throttle rod coming from the throttle lever.

just like mentioned the linkage running from throttle runs to governor it pushes the gov lever witch pulls the spring what makes the bushing slide on gov. shaft closing the weights and turning the little linkage up word (one coming out of top of gov.)turning the shaft to the carb opening it up.....
idk know if that helps what you were asking or not?

On the right side it may be for shutters.

We just put it in garage and haven't started with anything yet.
Was at a pull last summer and watched a guy pulling a W9. He was powering down and I saw him pull a lever to the right of gear shift, then tractor almost acted like it shifted down. I didn't go to look at the tractor to see what it was????
Does it open governor up?
