986 pto problem

When I turn the pto on the pto doesnt turn on. If i incease engine rpms to about 1700rpms the pto will finally turn on. What could be causing this problem and is it an easy fix? Thanks for your help.
 
I checked the fluid level its up to the right level. I changed the hydraulic filter thinking that would help but didn't seem to change anything. It started last spring and I thought maybe it was causes by the oil being cold but it did it all summer.
 
The PTO does not draw oil from the Hydraulic filter. It only uses a suction screen on the pickup tube for the PTO. Maybe your screen is plugged up.
 
You may need to adjust your spool linkage on the PTO housing. There is a pressure port on the side of the housing to check your pressure, if your pressure is correct then your clutch packs are probably worn out. If you cannot adjust your pressure then you may have a bad pump or seals leaking on the piston. There is also a seal on the pickup tube that could be leaking and not allowing the pump to pick up enough oil to work properly. The pump is contained on your PTO housing. Use a good manual to for correct pressures. Rebuilding the PTO is not a horrible project to complete, a little tedious but not bad.
 
First off a pressure check is where to start , ya may get by with just and adjustment then again it might be as bad as the center housing where the teflon seals ride maybe scrap. Could be a bad seal on the the pick up tube or a loose floppen around tube. . You can check the pick up tune by pulling the top link bracket off and looking in and see if the pick up tube is loose as they do not take kindly to abuse as i have fixed many .
