Had some extra time today and checked the temperature gauge on my 400 to see if it really worked. I boiled some water and dunked it to fine that on those old gauges 212 degrees is straight up in the middle of the green run area. The thermostat is a 160 degree one and it shows 160 degrees in the middle of the white cold marking. I still had the old one around and it gave the same indication. Now you know why those gauges never move.
 
Your gauge reading is not correct. At 212° the needle should be at or near the right end of the dial. The gauge may have been over heated in the past and exceeded it's working limits. That can cause them to read low or not work at all.

When I tested mine the run mark was about 185° so full gauge would be around 212°
 
I just checked a brand new Case IH brand(Clark Brothers USA) temp gauge and it reads right on the U in Run in boiling water.
