From what I can find out on the double marks with one retard for a H or M tractor. Looks like the double marks may have been originally intended to identify the TDC mark from the mark to grease the pilot bearing.
When IH got up to putting sealed pilot bearings in the front pulleys were changed to a single TDC mark for a while. But the 3 and 1 notch was used for a period until all of the 3 notches were used up.
When the pulley change was made IH started specifying for magneto timing. If 3 notches use the first of the double notches turning in normal rotation. If one notch set it at the TDC pointer compression stroke.
I'm leaning toward thinking the use of the retard mark for static timing is something passed down from mechanic to mechanic for safety when hand cranking was in use.
I could be wrong though, don't want to ruffle any feathers. Just like to figure out the straight of things. Just putting out ideas.

That is where I was coming from with my info before. But I am as goofy as anybody. I think our SH has one notch. Jim

Your thoughts are exactly what I said in my kinda long post. That 2nd mark really only serves as an identifier to keep you from getting it confused with the other greasing mark.

The IT manual also does mag timing using only the TDC mark so that 2nd mark is not used even with a mag.

No chance you will ever use it for anything other than as a visual identifier if you have a distributor. Slight chance you might use that 2nd mark if you have a magneto (but even that will depend on whose procedure you follow).

Yes even the IT manual which covers many farmall models state that the late pulleys only have 1 mark on them for TDC. No other marks needed as no chance you will confuse it with another.

That said if you want to use a timing light then you still have to follow the instructions that I outlined which I think is the best way to accurately time one.

Could well be as I had to have heard it from someone and since I was the only mechanic at the dealership within two months of starting there and learned about it later than that I think it came from IH rep. I just looked at my 45 H, 52H and 50 M this morning and they all have the two close marks. I know the 45 came with a magneto but dad had it changed to battery ignition within two years, other H of course batt ign. M, I just assume it came with batt ign. At any rate, I will surely continue to time any mag's on those to after top dead center.

After the one mark pulleys they did get up to more notches on the 100 series. Some late pulleys and replacement pulleys had 5 notches. But they were all TDC and advance notches.

Not trying to change the way you do things.
I know you know if its critical to get real close or dead on to check the time at max advance.

Sounds reasonable to me.

The other post a couple of days ago where I asked about this, I had done a site search, and there are an AMAZING amount of posts here over the years, some with your way of thinking, and quite a few of other varieties!
