W4 brake bands

Trying to install new bands. Had to pound the rivets flat on backside of metal just to get the bands to slip over the drum. without the pedals attached the bands are so tight that I need a 4 ft bar to turn the axle. I am presently sanding the new bands down so that the drum will turn. Is this normal or did I get a bad set of bands?
 
Bands are often either short or long. The result of just a tiny bit of extra material, or wrong total length (off by .125 can be too tight or loose)
So taking a little off the linings will do it. Sometimes the best is to have the originals relined. Jim
 
I'm curious, wnat brand did you get or where did you get them ? I have always had the problem with aftermarket bands being too long. And the metal band being too thin...

It doesn't matter where you get them from, they're all made in the same China factory to the same "exacting" specifications...

I've been on this site for years and the subject of H brake bands being too short comes up quite a bit. So, you're not alone in this.
