How do you clean the rust from behind the baffle on an H tractor? I know to use muriatic acid.

Use enough of the muriatic acid so the baffle is covered when the tank is stood on end.
 
My concern is that the baffle sits so close to the bottom of tank that the rust may not be able to go under baffle

There is a WIDE opening at the top, and there are several holes in that baffle as well. That small gap at the bottom is why you want to use the muriatic acid. It will dissolve that rust and crud. Nuts, bolts, rocks, or anyting else you can throw in there WILL, and I repeat WILL get caught in the small gap, and trust me, you will NEVER get those lodged pieces of hardware back out.
 
Anyone telling you to use chain or nuts or anything has never cleaned an H or M tank. As some have mentioned, the baffle is so close to the surrounding tank, nothing but fluid will pass.

Put in muriatic straight. 2 gallons is about right. Slosh around as long as you want to stand there. At least a half hour. Add two more gallons of water and turn the tank to various positions for the next week or so. Make sure to let every area sit overnight. Pressure wash the inside to loosen more crud. Repeat from the beginning. Do this for another week. Drain and wash with water. Put in a phosphoric acid and repeat the process for a week. Drain and flush with water. Put in a half gallon of acetone and slosh all around. Drain. Done unless you are going to coat the tank. Then let the tank sit inside a warm spot for several days to dry completely. Coat following directions.
