ive got a fuel problem i cant figure out, about a month ago my '49 cub started overfueling itself, [ blowing black smoke out the stack, ideling like a dog and slobbering, and missing when running] it will run ok at wide open throttle, after cleaning the air cleaner, which didnt need it, checking everything else, i put a kit in the carb it had a slightly sticky needle and seat as when it idled really bad, i found raping on the float bowl fixed it for a minute or two, also cranking the mixture screw all the way closed made no difference in the way it ran and it should have ran it out of gas right? now all i really found in the carb, which was clean of debris, was the gasket between the 2 halves and the mounting gasket wernt in the best shape, so after the kit it does the exact same thing, and it still wont shut off when the mixture screw is closed, and it still seems to be over fueling, so where is it getting the gas? any other ideas? i have plenty of other stuff to do to this cub this winter, a hydraulic leak from the touch control and a couple of bearings in the back, so id like at least 1 sucess story to start off with
[ the carb is the ih one]

I think those original Cub carburetors had an issue with the top becoming warped, and then the 2 halves will not mate correctly, and of course the gasket won't seal up either. Only other thing I can think of is that maybe the float height is not correct, or the float has a pinhole and WON'T float, or maybe the float valve is still sticking. You DID clean that new valve and seat with carb cleaner before installing?

Shake the float and if it sloshes you have found your problem. This happened to an Allis C I had a few years ago.

i did clean everything before i installed it in the carb, the float is good i checked that i need to check the float height i guess and not sure about warping either i do have a straight edge so maybe i need to take it back apart and check the 2 halves where they mate up, just not sure what is going on

If rapping on the float bowl helps you've got a sticking float and/or needle. Check that the float is not caddywompas in the float bowl and hanging up on the side or something.

Not sure how to deal with needle problems anymore. They have this "viton" stuff on the tip and about 1/3 of the time they won't close, 1/3 of the time they stick shut, and 1/3 of the time they work fine, new out of the box.

so after the kit it does the exact same thing, [color=red:346d86bf75]and it still wont shut off when the mixture screw is closed[/color:346d86bf75], and it still seems to be over fueling, so where is it getting the gas? any other ideas?
All good information given above. That "mixture screw" you are turning controls air, not fuel. When you turn it in you are reducing the air and making the mixture even more rich. Start with it turned out about 1 1/2 turns and tweek it a little from there.
