300U power,steering

I am working on a 300 utility that power steering doesn"t work. In trouble shooting this problem, I found very low oil pressure to steering gear. IT manual says to replace aux relief valve spring. Only problem I have is what do you replace the nla 365347r1 seal? In the drawing, it looks like it is made to hold the ball in place, but from the outside it looks similar to a freeze plug. Any ideas on how to seal the relief valve once that plug is removed?
 
If the hitch and other hydraulics work well, the issue is not the regulator, the priority valving is likely to be at issue. It is in the valving where the steering lines connect. Jim
 
I have checked the flow control valve and it seems to be working, the oil pressure in the rest of the hyd system is within operating specks. I only get about 300 lbs to steering when tested by method in IT manual. My manual says to replace the spring in the aux relief valve, which is on the same side as the pressure line to the steering gear. The plug that covers the aux relief valve is no nla and looks to be a freeze plug, but looks to be very special in the parts pic"s.

THe plug has an o ring on it, it should be able to be taken out. The new number for the plug is: 214389 it is a replacement part for the obsolete part(s) 9410359
