all of sudden my 1951 cub is acting fuel starved.
Will start with choke out but runs weak and
will almost cut off or cuts off. It also surges
little stronger then weak, to very weak. Playing with the governor rod seems to have no effect on improving the problem.
2 weeks ago put in new points, plugs, new disb cap
and roto cap and it was running great.
I pulled the screen filter going into carb, had a
little trash here and also the carb drain and let
gas drain here. I also drained all gas from main
tank and replaced with new gas. What else could it
be, could it be some type electrical problem.

Check the oil level in the breather? It needs to be clean.
I have no idea where you are but in your in cold country a little ice in that oil cup will do that too.

from what you told us; it is a gas problem. runs with choke on, etc., are you getting a good flow of gas to the carb? remove fuel line from the carb and observe fuel flow. you should have a stream of gas about 1/2 the size of a pencil. there is a drain plug on the bottom of carb. remove it and observe fuel flow. is there an add on gas filter? if so remove it.

Had a similar issue with the Daughter's Cub. Sounded so much like a fuel, or manifold sucking air type problem. I had difficulty nailing it.
Ended up coil was weak in magneto. Roaring like a Cub now.
