slowing down lift arms on 1486

Put a 10ft 3pt blade on my old 1486 a few days ago. When I move the lever down to lower the arms , it will not let down slow and easy. It falls then stops and about brings the front wheels off the ground. Believe it or not , this is the first time I have ever had anything that heavy on the lift arms. It has been years sense I have used the 3pt on this tractor. Always had pull type equipment on that tractor. The draft control lever is stuck, will not move and the up-down lever moves hard. I can not move the lever slow. I have never messed with the 86 series 3pt hyds. Is there a way to slow down the fall on the arms? What has the draft lever froze up? Any suggestions appreciated.
 
The levers have a friction control adjustment located under the fuel tank support plate on the right side. The adjustment is on the under side of the control where it enters the hitch housing.

To get the hitch to drop slower you need to move the draft control lever to the full forward position. Use the position control lever to control the height of the hitch. The offset in the draft control slot is the area that controls the speed of the hitch.
