H farmall throttle question

I bought a H farmall from a neighbor.It had been setting for a couple years.I got it running,but it runs at about 1/2 throttle only.The throttle lever doesn't do anything.Could the governor be stuck,or something else? Thanks.

The throttle shaft can be stuck in the carb, the linkage in the governor tube or at the little angled cover could be seized up. Make sure the linkage to the governor is moving, if so in must be in the internal linkage. Look and wiggle, but don't force. Jim

Could be the governor spring broke inside the governor housing.
