My SA has the same set-up. Were these levers necessary to operate the two-way plow in spite of or in addition to the tractors hydraulics?

Yes. The hydraulic linages operate both rear rocker arms simultaneously (assuming the pin is in place that interlocks the arms together). The levers latch one arm or the other in the raised position. Pull the lever up to release the latch and drop the plow bottom you want.
