I have a 1949 farmall super A. When the PTO is engaged to run the belly mower the tractor has a loss of power and struggles to run. I have done a tune points, condenser, rotor, distributor cap, plugs, and wires. Also he coil. I also cleaned the screens on the fuel system. Any suggestions what"s going on. Tractor ran good all season until now.

Hows it run with out engaging the PTO?? Will it pull it self just fine in all gear when PTO is not engaged?? If you answer yes time to pull the belt off and check the spindle or spindles on the belly mower and make sure they spin freely. Sound to me that you have a bad bearing or bearings on the mower that need to be replaced.
By the way not a good idea to throw parts at a problem before finding the problem or you can cause your self bigger problems

Examine the underside of the mower deck; it may have a grass, etc. buildup preventing easy rotation of the blades.

Before you start tearing the engine apart do a compression check. Consistent across all 4 cylinders and anything over 100PSI is good.

It doesn't take much power to putter around the yard in 1st, 2nd or 3rd so driving it around won't tell you much. They "sounds like it's got lots of power." Unfortunately you can't tell by ear how much power a tractor has.

Tractor runs fine untill pto is in and mower is hooked up. Check mower. Remove belt and check all spindles and idlers making sure they run free. I s the mower adjusted so the front of the blade is lower than the back.

You didn'tdiscuss timting thr engine. The static timing is TDC The timing marks are on the flywheel under the tractor. The mark is tough to find, but there. Put #1 on TDC and look for the mark. The points just begin to brea (light goes out) at that exact position. (not running) Jim
