trouble with 574 international tractor

I have a 574 international tractor with 200gas engine. It will run but blows alot of black smoke like it is flooding. It will run awhile and die... I've put new plugs points condenser added new fuel pump had head checked valves ground, added all new gaskets. I've put everything on it but a new distributor. Noticed were the wires bolt on to the distributor, the little plastic piece was cracked, so I put a piece of tape over it, but it didnt help a bit. Got new coil and tried another coil, but same thing. put new carburetor as well on it. Pulled number 1 and number 4 wire off but motor runs the same.

I'm really at a loss as to what is wrong with this tractor, so I'd appreciate any help anyone can give.

The firing order is 1342 from the front of the engine. Take out #1 plug, put your thumb in the spark plug hole (or hold a tapered cork in the hole gently) then rotate the engine in short bumps (coil wire grounded to avoid unpleasant shocks). When the air is pushing out of the hole, it is on compression stroke. a little further turning with the fan, or pushing it in high gear will allow you to get to TDC, or very close. (put a straw in the Spark plug hole to see the piston move up as you push the tractor.
Remove the dist cap and that is #1 from there (in the direction of rotation (Clock wise) it is 3 then four then 2. Jim
 
I got it running better, however the manifold sweats and stays cold above the carburetor, and the little bolt above the carburetor that screws into the intake, I took it out and tractor runs alot better. After removal, the intake quit sweating, but still not running too good, but quit smoking. I drilled alittle hole thru the bolt to let it get more air. Should there be an adjustment on the intake were the bolt screws in solid?
