International D-239 injection pump problem

I bought a I-H backhoe with a D-239 that I can"t get running. The prevoius owner says he had it running a few months ago and it died & couldn"t get it started again. It cranks over ok, but it"s not getting fuel at the injectors. I bled the fuel at the pump inlet & getting plenty of fuel there. This has a Bosch pump. Any ideas what might be wrong?
 
I suspect internal pump damage, may or may not be repairable depending on what is broken. Bosch VA pumps have few parts around anymore. If lines have angled outlets pump is AR or BR early model. Late CR has straight line outlets.
 
Electric fuel shut off solinoid. Just replaced the one on mine. IH 260a backhoe, d 239 engine bosch pump. Found one in stock at the local fuel inj. shop. He said to bad for the next guy, The are NLA. Good luck
 
Check the mechanical shut down lever on the side of the pump. See if it looks like it has moved (rotated) on the splines. Also see if the lock wires are still in place on the stop screws. If not, have they been moved? The adjustment is very small from fuel to no fuel. I rebuilt my pump and lost the index of lever to shaft. It took some time to find the right spot again. This is a pretty simple pump to dissemble and check out and re-seal. Seal kit is about $30. PK
