Ihc 656 diesel won't shut off, why?

Hi, I'm looking at buying a ihc with 9000 hrs, diesel with a 3 pth and a really poor loader.

I like the tractor but it has a few issues but the biggest is that the owner has to stop the engine by putting the tractor in highest gear and stalling. What is the proper way to shut engine on this tractor, I can not find a fuel stop nob on injector pump so I'm thinking it must be on the throttle and most likely broken.

How are these tractors in general, any known issues or watch outs. Thanks for any advice passed along
 
Yes, you stop a 656 by moving the throttle lever all the way shut. Past the stop. There should be a roll pin on the quadrant. You lift the lever slightly and move it past that stop pin.
