1940 Farmall A - Replacing front crankshaft seal

I was replacing my front crankshaft seal. I pulled the timing chain cover off and the governor came out. I went to put the cover back on, now I can't get the governor back in place.
Any suggestions?
 
Do you have the front cover on or off as there are timing marks that need to be lined up.If those arent lined up you wont be able to get it to fire on TDC. Look for the two dots as they need to be lined up with the two on the mag gear. You will need to pull the mag to do this as you got the mag gear out of time.
 
I put the timing cover on but I can not get the governor to line up so I can put the bolts in place. I did not touch the mag but I will make sure it lines up so it will be in time. Any suggestions on how to get the governor lined up?
 
The two dots on the gov gear are hard to find but the are there. When you turn the engine over by hand you will see the two dots on the cam gear those dots need to be lined up with the ones on the cam gear. Then you will be on TDC and then you can point the mag to #1 and it will be in time.With the cap off you will have the rotor pointing to the #1 wire. Is the spring loaded pin coming out of the gov gear good or stuck it keeps the gear against the cam gear when the motor is running
 
If the magneto impulse was partially wound up when you pulled governor there is no way you will get gov back in without removing magneto and have it in time. Just pull mag and start over. When you get gov in, pull number one plug to find comp stroke on number one, line up timing mark, turn mag backwards until rotor is at number one on cap and put mag on. Fine time it so impulse trips slightly after top dead center, not a bit before.
