Going to look at a 184 tomorrow,What would be a fair price for a 184, runs good with factory 3 point and creeper gear. Looks pretty good other than needing paint, good tires. Does not have a belly mower.

Without a belly mower, the use is pretty limited. Although IH had several implements for them, mowing is what they are best suited for. Not compatible with standard PTO driven equipment. If it has the doughnut turf tires, the traction is very poor.
Depending on local demand, with a belly mower, a reasonable price would be about $2000-2500. Without the mower, it depends on what you want to use it for and the price two people can agree on.

I hate to say it this way, but its worth parts!! The 3pt and creeper bring high dollar, or use to, more than what the tractor is worth! I bought my 154 without either of those, but with the 60" IH mower for 1500.
 
For a good running 184 with 3pt and creeper, $1200 isn't a bad price. Depends on what you want to do with it. If you want to mow with, you may be able to find a deck for it and still be okay value wise. If you want a new deck, although probably a little pricy, WOODS (59LB-1) may still sell them. Used decks are probably available depending on where you are located.
If you want to use a front or rear blade, with turf tires, you will probably need tire chains. To install tire chains you will need wheel spacers to allow for fender clearance.
