on the bottom of the radiator is there a washer above the spring or not ?

On the radiator that I just recently bought from D Slater, it has a flat washer on top and one on the bottom of the spring.

Yes, top and bottom. I had to cut the spring down on my H because aftermarket radiator had shorter studs. I did not want to mess with cotter pin so I used a self locking nut.
