1948 Farmall Cub PTO won't engage

My dad has a 1948 Cub that has been mainly used for shows and clearing snow with the front blade. We recently picked up a belly mower for it, now here is the problem. When my dad got the Cub he did something to the PTO so it woulnd't engage so none of the grandkids would mess with it or get hurt by it.
Now he doesn't remember what he did. He doesn't think he took anything out, but maybe moved the splined piece so it wouldn't engage?
Anyone have any idea on what he might have done and photos on the assembly? I have a 13 year old daughter chomping at the bit to start mowing with her tractor!

I am going through the same issue on my 1951 cub....reinstalling the PTO. From what I have learned in my research today and from what you are asking, I bet your dad removed the splined piece....or disconnected the rod from the spline. What else could it be?
 
How does the lever feel when you move it back and forth? Any resistance like you are moving the collar on the shaft?

Without dissassembling the rear end, you might get a good enough look by inspecting down through the fluid fill hole in top of the transmission.
 
The spline piece is still there. Just can't seem to figure it out. There is a set screw on the spline piece also that doesn't make sense because the spline piece has to rotate doesn't it?
Could he have taken out a spring or something that would let him lift the spline piece so it wouldn't engage?
We'll be looking into it more this weekend. Dad spent 45 minutes looking for a bag that he thought had parts in it that he took out. Found the bag, not what he thought it was! He doesn't think he removed anything now. Oh well, we're having fun!

the set screw limits forward & back travel if screwed tight it will not move if flipped around will not engage and the shifter needs to be in the groove . stumper
 
pull it out and look , remove the top bolts and slide it out remove filler plug and with a small flash light you can see how to reinstall it
