Front end alignment on Super A

I just put four brand new tires on my Super A. The left side of the front end was widened out, so I closed it up all the way. Now I need to align the front end. The operators manual says 1/8 to 1/4 inch toe in. I got that, but it still pulls hard to the left in 4th gear. I've looked at the way the tires are setting, and I can't tell that one is in or out more than the other. I jacked the front up and took a screwdriver and a block of wood and made a mark around each tire and measured from there. These tires are not "true", I was thinking maybe I need to take the rim off and measure on the wheel to get a more accurate reading. There's no excessive play in the steering, maybe 1/4 turn or so. What do y'all think? Thanks in advance, Todd.
 
Also, make sure the steering arm is centered (left-to-right) under the steering gear box.

THEN, adjust the left & right tie rods to the SAME shortest length that gives you the proper toe in.

E.G. if the length between the two steering knuckles is 50 inches THEN EACH half needs to be 25 inches. One set to 30 inches and the other set to 20 inches gives you the 50 inch measurement, but then the steering arm is not centered. Correcting this issue took out most of my 100's wobble.
