1086 hyd pumps(which to replace?)

I have 2600 lbs at my hyd outlets,so Im not worried about that.The tractor will not take off at a dead idle(has to be revved up a little,and you lose steering completely while the hitch is coming up(steering isnt great anyway)IH man at dealer said sounded like the front pump was bad,especially since I had such good pressure at the outlets,there wasnt a problem with the rear pump NOTE:FILTER WAS CHANGED WITH NO DIFFERENCE IN PERFORMANCE.Thanks for any good opinions on the matter.
