removing the rod to support the brake and clutch levers

I want to remove the rod that the clutch and brake
levers are mounted on for a M. I have a manual for
an H and it looks like it goes through the tractor
housing with nothing inside to keep it from simply
slipping out. Is that correct?

Only the keys that hold the pedals.

I don't know about this tractor, but on the C, you have drain the rear end oil out or you will get a bath. Someone will know on here.
