Voltage regulator on a 12v generator 1950 H

My 1950 H has been converted to 12v with a 12v generator, positive ground. Still uses the external voltage regulator mounted elsewhere on the tractor. I was running the tractor yesterday and it appeared that the voltage regulator was arching out to the ground. The voltage regulator is supposed to have a good contact to ground right?
 
Yes indeed, the VR needs a good frame ground to complete the regulated field current circuit plus operate the shunt winding portion of the Cutout Relay.

Check that frame ground connection and have the junctions clean n shiny bright.

However, I guess there could also be a short causing the problem as the VR"s BAT terminal has hot battery voltage going inside to the Cutout Relay. Such a short might draw higher curent then those noted above!!
