Farmall 140 throttle quadrant

When I pull the lever back it only stops half way. I replaced the governor spring and adjusted the linkage about 50 times. Is the lever supposed to use all of the quadrant or just half.
 
Many varieties of farmalls only use about 60% or less of the travel of the hand lever. (I do not know why IH did this!) If the lever moves the governor lever through its full range that is all you need. If not adjust it so it does. Jim
 
Ok I can live with that. out of the 50% quadrant Only half of that gives me throttle. I have replaced the spring in the governor but it seems to me the spring is to long.. I have just picked up my 2nd 140 and the spring in that one is fatter and appears shorter. but all the linkages or the same. The one I have problems with is a 63 my recent addition is a 71 but it doesn't run. What should I do next?
 
Did you remove the pin in the clevis going to the carb then open throttle and then holding carb linkage open then adjust clevis so the pin goes in. Loose input shaft on the gov can also cause problems. If that lever doesent wobble the bushing is good if not remove the housing and get it rebushed. Throttle response will be good then.
 
Yes I followed the instruction for the carb linkage and checked the wobble in the lever. There is a little wobble but not much. For some reason I think my governor spring is about 1/8 to 1/4 to long. The spring appears to bind up on itself when placed in the idle position. That being said when I increase throttle it has to over compensate for the binding before it pulls on the carb linkage. Could that be the problem. I have looked at many springs and there area a lot of different lengths and sizes for the 140
