Farmall H surging

I just replaced my carb and governor on my 44 H. Now it has a bad surge to it when it is under 1/3 throttle. At higher throttle there is none. The only way I can get rid of it is by getting it under a load. Is it the carb or the governor?
 
I would expect the idle is a little lean, screw that in 1/2 turn at a time and see what happens.
 
Dave is correct, the Idle mix screw is an air bypass that is richer in leaner out. If it will not clean up, it may have an Idle prt partially plugged up. Jim
 
I got her, I talked to somebody and they said it was an air pocket because I just dropped the bottom half of the carb, runs great now after she cleaned up. Thanks
 
A friend has a Farmall 400 that purrs like kitten at low to medium throttle, but surges at high throttle. Sounds to me like it is not getting enough gas, perhaps a jet plugged???? Is there any chance it could also be a governor problem?
 
I put the original carb back on and now it runs fine so I will have somebody take a look at it. Thanks for the replys.
