Super C Carburetor Governor Problems

I have a 1954 Super C that I bought about three years ago. The problem that I have is that when I am mowing my four acre property, the engine speed keeps changing. I will be mowing along and the engine will rev up and I will pull back on the throttle lever a few notches and slow the rpm down, and about 15 or 20 seconds later the engine will run too slow. So I move the throttle lever up again a few notches to the rpm that I want, and about 15 or 20 seconds later the engine revs up again, and back and forth I go all day. I know I have a carb problem because I have to have the choke closed a little for it to run without sputtering. It has a CARTER UT 0-653 carburetor. Should I buy a carb kit for this or would I be better off buying a ZENITH carb? Also, someone has changed the governor housing off a 240 to my Super C, so I'm not sure that the linkage is adjusted right. I think the reason for the 240 governor housing is so they can add oil to the tractor because they cut down the exhaust tube as well as the rocker cover and air cleaner tubes. I have two manuals and one said to insert the pin when the holes line up and the other said to extend the rod one full turn, then insert the pin. Which one is right?

Is the inlet shaft on the gov housing from the throttle have a lot of slop. If it does it needs to have a bushing installed. With the throttle wide open remove the pin in the clevis and then hold the carb open and adjust the clevis so the pin goes in. Does your carb have an adjustable arm on the throttle thos replacement carbs sometmes have one and they need to be set so the arb is open when the throttle is open. Your gov spring is from a 240 this will give more rpms than the original SCs gov settings. The spring mite have lost its original tension and i would replace it. The 240s engine would turn around 2100 rpms at full throttle. My 240 was a tricycle and thats what it would turn at full throttle. With PTO SPEED 540 at around 1700 on the tackmometer. Get all those things set and you will be good to go.
 
I have a '53 Super C that came with a Carter UT carb. I cleaned it out and rebuilt it, but it was never the same as the other SC with a Zenith carb. I have since found a zenith carb off of a 240 that I'm using. It seems okay now.

The wondering RPM seems like a governor problem more than a carb issue.

I did not know that there are two springs on the throttle rod. I look on e-bay and found a rod with springs, but he wants $35.00 for it and $18.50 for shipping. A little more then I would like to spend for a missing spring! I think I will try to find a spring like that at the hardware store. Thanks Handyman, and thanks to everyone for the Info.

I believe that it has the original Carburetor on the tractor. I think you hit the wrong keys, is thos (the) and arb (arm). I don't see a adjustment arm on the carburetor. Thanks gene for the info.
 
Your problem with the changing speed is all because of the spring.

The governor adjustment you listed above is on the rod that runs from the carburetor to the governor. Follow the rod from the carburetor forward. There is a clevis at the front of the rod. That is where you adjust it.
