Cub fuel question

I'm still trying to get the Cub at our museum to start and run correctly.It has good spark and compression and I don't find any leaks in the manifold but it acts like its not getting enough gas to run. Had it running once and ran pretty good. Most of the time cranking all I get is a little smoke. I'm sure its a carb problem. When I started the whole fuel system was full of junk but I cleaned it up, put in a kit and I know there is good flow to the carb. Tractor acts like it can't pick up enough fuel from the carb. Can the fuel level in the carb be too low - I had to adjust the float a lot to get to specs. Is there something else I could have missed?

Look around the top of the carb where the two halves meet for places where it an suck air in. In the pic above that Uncle Henry posted, right above the IH symbol you can see where the top is warped and its a possible place for a leak.
If its warped, it can be straightened out, it just takes some time and patience.
