Should the top of the sleeves protrude from the top of the block just a little bit? I've been hammerin on them but they don't want to go in any farther.
 
I have had some engines where the sleeve is up less than .005 in or about the thickness of computer paper and they work just fine. I wouldn't let it go more than that. Also, check the chamfers on corners and such as they will cause things to hang up and not seat properly.
 
one question before we move on here. Are the sleeves the originals to the engine? Are they new? 99% of the engines I have worked on, the sleeves were flush or +.001 to +.005. the recess where they sit in the block deck must be spotless clean before installation.

If these are brand new repro's, they may be "out of spec" and need faced. If they are the originals, then something is not clean.

1/8" ... no.
