H carb flooding - stumped

The H was running fine, put it in the shed. Next day, it won't start. It is flooded. Clean the carb. No luck. Put a kit w/ needle and seat in the carb. No go. Check the float in hot water. Nothing. Install carb top on tractor. Slightest pressure on float shuts off fuel. I can move the carb top 1/8" in any direction before the floats contacts the carb body. Install assembled carb and fuel drips out of weep hole.

It acts like the float level changed overnight. What am I missing ?

ps Went through the ignition system several times since most carb problems are ignition related... It will throw a blue spark about 1/2". That seems okay.
 
Remove carb drain plug & empty the carb by turning off the tank shutoff. Turn on the tank valve and allow the gas to flush any small particles past the needle & seat. Shut off the tank valve & install the drain plug. Turn on the tank valve & check for leaks. Sometimes a small hammer tapping on the carb bowl will help.
Could also try rubbing-cleaning the needle tip and make sure the needle is not rubbing on the side of the seat.
 
Assure the little tab on the float pushes flat and direct on the needle. if it is even a bit crooked, or has a little cup in it from wear on the old needle will push it crooked. Jim
 
+1 on trash entering the carb from the tank.
Good advise above!!!
After using it a day you might have stirred up some sediment in the bottom of the tank, forward of the baffle.
Small particles from this sediment are possibly keeping the needle from properly seating when the bowl is full.
