706D rear wheels locked up

I have a 706D we parked under a shed a few years ago. We went to pull the tractor out recently to start some repairs/restoration and the rear wheels are locked up. Parking lock is not set and transmission is in neutral, but wheels won't move so we can't pull it out. I am thinking maybe the linkage on the park lock broke and the pawl "fell" into the lock position. Does anyone know if that is possible? Is there any other reason why the wheels would not turn if the transmission is in neutral? I really appreciate any advice anyone might have.

thanks!

Brett, Bought a 656 LP about 1yr ago used a Wrecker Slide Truck to winch it (slide it) up on the truck. Had to use a tractor to pull it off,, at home. As it came off the truck in a reverse direction the Rt. brake freed up. Tinkered with it for a few weeks when I got it started... put it Reverse and broke the Lh side loose. All has worked perfect since. so pull it in Reverse a little and see what happens.

Real easy to figure out if it's the park lock... How does it feel?

If the lever just flops with no resistance it's probably broke, but that is not likely. Things don't break just sitting there.

Odds are it's the brakes like other people are suggesting.
