It did not take long to find that Jim N was right and there is a ton of slop in the bracket on the axle where the control arm attaches for the IPTO. I removed the fender and the bracket. The nut threaded on the end that holds the control arm on was stripped...I mean NO threads left...and the threaded end of the pivot arm is bushed over from someone pounding on it AND smooth from being stripped. I think I can tap this with smaller threads but it is going to be a chore. The key looks fine but there has to be some reason for the slop so I guess I replace that on spec. I cannot see any other reason for the slippage. IF someone has something to add I would be happy to listen. Appreciate the help so far.
 
Because I have been in that spot, The possible 2 degrees of play (in and even partially worn key results in 4 or 5 inches of travel in the handle. I put a roll pin in mine, and rebuilt the key to a larger size in another. Taking the handle and shaft to a machine shop for a full length key that is bigger than the original is a good solution. Hi, Dave.

Mine also had a cobbled-up repair from a previous owner. He had managed to ruin the control handle operating lever shaft by welding the keyed end. Had to get a replacement from a salvage yard.

The "repair" had also managed to goober up the bushings (363304R1) for that shaft. I found the steel replacements from Case IH seriously overpriced, so I took measurements and found bronze oil-retaining bushings dirt cheap on eBay. It's been a couple of years now and so far, so good.
