shaft worn out on the Hi/low/reverse.What's the
procedure to remove the 1 1/2 inch shaft from the
steering console.

I use a pipe bridge, puller plates and a forcing screw to pull the shaft out and pull the new one in.

I've heard some claim that they drive them out and drive them in. I'm not real fond of that much hammering on those parts.
