What are the two large holes for in a SMTA grill?

I thought that's what the two smaller holes were for? There is nothing behind the two larger holes.

#31 loader bracket bolts go in there also.

There is a cast bracket that bolts to upper bolster .Its the backing to those big holes where everything mounts to.
If you look hard you can see bracket and threads in holes on the 400. The smta uses the same bracket. Holes would look simuliar.
