Is it hard to turn the steering wheel? Or does it have a lot of steering play, that makes it hard to steer? If you have play, and the arm has up and down play, then most of your problem is a worn ball bearing at the top of the arm's shaft. Also the bushing at the bottom of that shaft will need to be renewed. While you're renewing those parts you'll want to replace the ball bearing and bushing on the steering wheel shaft, and the gasket between the two castings. When rebuilding a steering box on a car or truck you had better know what you are doing and have the specialized tools. Rebuilding the steering box on your A, you can learn as you go. Bolt the torque tube to a splitting stand raising the front axel, Take off the steering wheel, remove the big plug at the front of the steering wheel shaft, and wind the steering shaft right out of the bolster, remove the u bolt, drive the axel pin out and drop the axel, remove grill, radiator, etc. Unbolt the bolster from the engine and take it to your workbench.

Thers no spring in there either that arm is loose on the shaft or you need a serious rebuild or the steering sector. The heavy duty axle makes no difference in the steering sector. I have completelu rebuilt several of those some need more parts that others. I t helps to grease the spindles when the front is jacked up as you do need grease at the bottom where the spindle rides.
 
I have several of the kits that are available and the kit does specify that you need to ream out or cut the bushing down to fit your parts. I found that out the hard way by having it all apart and it "not fitting" when I was hoping to get it back together same day. Just get a kit online and have a machinist match the new parts to your shaft, casting, etc. Should work well.
 
That vertical shaft that the steering arm goes on could be one of two types. A's and early super As had a shaft with a key at the bottom where the steering arm clamped on. Later versions of the Super A had a tapered end on the shaft with a large nut to force the steering arm up tight on the shaft. A long time ago IH sold a kit with the parts needed to upgrade from the straight shaft to the tapered shaft. NLA, but all the parts are available to convert it. If you have the non tapered shaft, the play is usually where the steering arm fastens to the shaft and inside the steering box in the keyway of the shaft and sector gear. with a little slop in the bearings. You can shim the end of the shaft and replace the keys in the shaft but not a permanent fix. On the one I had I changed the shaft and the steering arm to the tapered style "not cheap" There are two types of steering arms depending on what style tie rods you have. If you already have the tapered shaft then check the sector gear key and replace all the bearings and seals. If you can pull the steering wheel back and forth toward you when sitting on the seat you will have to eliminate that play also.
