Glow Plug Meter on 560D

Can anyone explain to me how the glow plug meter is supposed to work? Specific questions below:
1)At what position does the needle rest at on a working meter when the glow plug button is not depressed?
2) Position of needle when button is depressed?
On my recently acquired 560D, the meter is not working, however, when you press the button, current is getting to the glow plugs. I found what I believe is a NOS meter, but the needle is laying on the dot on the far left. Is this(replacement) meter any good? Thanks in advance for any help.
 
when glow plug switch is pressed the needle goes to the far right, otherwise it sits to the far left.
 
i have a 706 with the 282 which probably uses the same meter. meter didn't work, and i couldn't see spending 60+ when a regular 60A ammeter can be had for 20 or less. so i just put the ammeter in series with the switch. you just need to see how much current it normally pulls, and if it's less you know you've got a glow plug out.
