My wife and I just returned from a vacation in Curacao, Island south in the carribean. We hired a driver for a couple of hours. I questioned him on the price of fuel. Diesel was $2.50 gal. Gas is $5.00 . the van was Hyandi Diesel w/5speed. 40mpg. driver says diesel is always cheaper because it is easy to create at the refinery they have on island. So many diesel small vehicles on the islands. they all report 40-50 mpg.
I remember when Diesel was the fuel that was the cheapest because it was an easy creation at the refinery.

Probably would not meet the pollution standards of the developed world. A small island surrounded by a big ocean, the wind blows the pollution out to sea, what do they care!

They also don't have a massive trucking trucking industry competing for the output of the refinery.

Diesel is higher here in the USA because of the higher demand for gasoline. They can make more on gas and then there"s not enough #2 to meet the needs of the nation. Also, so much fuel oil is used in the Norther Tier for heating, help keep the price of fuel oil up too.
