IH 574 1975 Three point linkage stuck

Hi guys,
A friend has a UK made 1975 IH 574. He bought it about a year ago and used it enough to find that most things worked but things like the steering needed attention. He finds now after it standing under cover through the winter that the 3-point is seized in the fully 'up' position. It can't be lifted any further. The rods for the automatic hitch are also under tension. We have made sure that the linkage from the control lever is free and tentatively tried to tap the linkage down with a hammer. It certainly seems that it is not a hydraulic locking it seems more like a mechanical lock to hold the linkage up. It's THAT solid!!!
Any suggestions as to the cause and what is needed to cure it would be much appreciated.
Thanks

Hi David,
Make sure draft control lever is fully forward.

From archives:
3 pt will not go down:

There is cover on the right side, in front of the rock-shaft. Remove and check if the spool valve moves with the position lever. Make sure the draft lever is down. It has a long spring, with a rod, maybe the spring is unhooked.

Maybe the unload valve is stuck. Check with engine running, raise the hitch and at the same pull the remote hydraulic lever. If the hitch raises, you have dirt in the unload valve. This valve is under the seat and you have to remove the large plug for access. One trick is loosen the large plug, unload valve, 2 turns and start the engine, the hitch should raise if the valve is stuck. It has a small hole in the valve and just blow the dirt with air. Install new O rings.
