engine oil rings 'M'

re-doing a farmall M 1949, got the rings yesterday and have a question on oil rings....it comes with a thin wavey inside ring, then the oil ring and spacers, if i install the thin wavey ring the rings are really hard to get squeezed in enough to reinstall into cylinder,...do i need the inside ring or is it for other applications ??????
 
That "wavy" part is essential for the oil ring to work; it provides the pressure to keep the thin rings pressing against the cylinder walls. This "automotive" style oil ring replaces the 1 piece ring of the distant past.
 
I ended up using an oil filter wrench to compress the rings on my 300 when I had to replace one cylinder and sleeve last summer.
