farmall cub carb

I just restored a cub farmall. It is running pretty good, but the throttle response is giving me trouble. If I ease the throttle from a idle up to working rpm very slow, it will run and rev up fine. If I do it with any speed or what i call working conditions it will kill the motor? Is this all carb. or do I need to look into the govnr. also? What is the best way to start adjusting the carb or govnr?

Check the ignition timing. If the timing is too slow (retarded), the engine response will be sluggish.
 
Try closing the choke a bit while advancing the throttle. If it solves the problem its the fuel system. I would not tinker with the governor without checking all other possible problems first. The governor is not causeing your problem. Joe
 
After sitting outside for a month or so, following a clutch repair, mine acted very similar. After rebuilding the carb had no effect, the problem turned out to be bad points. I put a new set in and regapped them and it has run fine ever since.
