Farmall H governor

The H governor is just about worn out. Is there a common fix without a total rebuild? How about a used one? This tractor is seldom used so I don't want to sink a lot of money into it. Thanks

Depends on what is worn out. The thrust bearing is expensive, weights and pins are crazy high priced but I drill them out and use roll pins. Shaft to carb may be worn out also and good used ones should be fine. The rest of it is not all that fussy for a little used tractor except bearings.

I will open it up and take a picture and check that the weights are
not sloppy and the spring is hooked up, other than that I don't
check them.

What issues are you having with your governor?
They are pretty simple to overhaul, usually springs & as stated above take up the slop on the weight pivots, and replace the bearings gaskets & bushings.

The problem is surging. Checked about everything except the
governor and rebuilt the carb. From the prices I see for a good
used one I don't know if it's worth my time to open it up.

I think you can still get all of the internal parts from Case-IH, but there is NOT a rebuild kit. About 14 years ago I got the prices for everything I thought would be needed. Totaled up to well over $600. I went back home without them.
