how do you change out the old fan belt with a new one when it looks as though the manual starter is in the way .

You should be able to slip the belt past that spring assembly if it is disengaged, at least I was able to do it on mine that way. I think I had to twist the best and snake it past the assembly on the narrow edge. It's a little tight in there, just take your time.

You may have to pry the crank part back until it is flush with the casting.
Grease the zerk under the front casting and turn the crank as you pry for best luck.
