Couple of farmall h questions

On my 47. What is the lever that goes to the governor beside the choke for? Also on my the the block drain plug on the side looks to be a broke off piece of cork, is that hole threaded?
 
Dan, the lever should be the radiator shutter linkage. Yes the block drain hole is treaded. But could be stripped and thats why the cork.
But you coul drill it bigger and retape it.

That hole should be tapped for a 3/8" or 1/2" pipe (don't remember which size for sure, its been a while since I've worked on one of my H's) and used a pipe cap on about a 4" long pipe that comes down past the bolster from the bottom of the radiator. The original cap had "ears" on it, but a regular pipe cap is what you usually see now, as I've never been able to find one with "ears". It takes the same size pipe plug in the block, originals had a wings-type plug. You might be able to "chase" the threads with a pipe tap and get a pipe tight enough. The pipe was probably rusted and has twisted off when someone wanted to drain it in the past. (Don't even ask how I might know that this is a possibility.) One of my H's has been in the family since it was bought new in 1945 and the other one has been in the family since about 1952, so I know what they looked like before any "after market" modifications.
