Governor Safety Wired?

I have an H and a SM. On both units there are two bolts on the governor access plate that are drilled for safety wire. Was this cover safety wired out of the factory? If so does someone know the correct position of these two bolts on the plate? Thanks...

It was wired that way from the factory and you dont need to replace the seal if its still there. Position of the bolts doesent make any difference just have the safety wire to make sure the gov hasnt been opened and changed.
 
Got the same thing, holes thru the top two bolts on governor on 1950 "H", but no wire. I have always wondered. I did notice the bolts are the actual dot-head bolts. Be interested to see the answer.
 
Originally there was a factory seal running between the two bolts.

This was to discourage tampering with the governor for more power. If the seal was missing, warranty work could be denied because it was evidence that the tractor had been operated beyond its rated capacity.
 
I recently changed the oil and tuned up a friend's 49 H that still had the seal on the governor. I know this H to be a very low-houred, original tractor. I wonder how many out there have never had that seal removed?
 
Two bolts with holes go in top side of cover and another one with hole goes in the linkage housing above cover. A seal wire was included in the governor kits also to reseal after rebuild.
 
Another reason for safty wire is if it is threaded properly the bolts WILL NOT WORK LOOSE!When we installed pto shafts on semi trucks we drilled dimples in the shafts for the set screws to seat in and than safty-wired the set screws so they would stay tight. There was a right way and a wrong way to thread the wire. When threaded right the set screws STAYED TIGHT! Armand
 
I Took my 39 H out of the shed today and took a picture of the safety/seal wire on the governor. The wire went through three bolts that had holes drilled in them and I also remember when you bought a governor kit the sealing wire came in the kit.

Sure was a nice day, so I took the old girl for a little ride. Ran the engine up to operating temp (sure does not take long to get the engine up to temp when you close the shudders). I sure enjoyed the ride when I took her down the road a ways. I think the got the oil splashed around inside the transmission also.
