How are you supposed to fill these things with the hood on? Was there something that came with the tractor or the farmer just had to improvise with what ever was laying around the farm?

The only time you should ever need them is if you switch from gasoline to kerosene too early before the engine is hot enough to vaporize the kerosene. If that happened you shut off the kerosene under the main tank and opened the drain on the carb and drained it, then opened the gas petcock up and flushed out the fuel bowl, close the drain and fill it back up with gas. The intake was still full of kerosene so the primer cups allowed you to put a measured amount of gasoline directly into the head and cylinders (prime them) so it would start again.
If you have to put fuel in them the small tin oil can that came with the tractor works quite well. They have no purpose on a gasoline tractor and many tractors had them removed after adding the gas or cold manifold.
 
i take them out of tractors i plan to use. one more reason to make it hard to set the air fuel ratio since they are open to the cylinders and some of the lids dont fit very well after years of vibration

Yep, you screw them up to close them. To use them you move the cap off to the side and fill the top cup with gas and then rotate/screw them down to open and that puts a measured amount of gas into the head ports. screw them back up to close them and leave them there.
