I have a good brake on the right but a poor one on the left. The tractor stops well but I want to get it right. I read in the manual that I am supposed to have adjusting screws on the bottom of each cover. I have neither. Do I need to start by welding in some nuts and replacing the screws? I do not know if these are vital. Thanks for your help, I am always amazed at you guys.
 
Assuming you have band brakes, there should be a nut welded to the brake cover at the bottom of each brake cover. I believe they are 1/4-20 threads. A screw is threaded into these nuts from the outside of the cover. These screws aren"t really adjusting screws. They are there to limit the distance the brake band pulls away from the drum and keep the band from contacting the drum and dragging with the brakes released. The actual brake adjustments are made to the linkage from the brake pedal to the point where the linkage attaches to the brake band. If your brakes are now applying evenly you either need to adjust them or it could be a sign of the left band being worn out.
 
If you decide you need any parts I have covers, drums, actuators etc for $10 a piece and bands for $20. That is funny about your covers not having screws, is there a hole on the bottom of each cover where the nut used to be or were they closed up for some reason?

Bill has explained how the brakes work, but they probably have a transmission seal leaking and getting one band oily.

The screw on the bottom should center the band, the turnbuckle on the front should be adjusted so the brakes push down an equal amount left to right.
